European Integration of Ukraine’s Agricultural Sector: Key Changes Expected by 2028

Ukraine continues the systematic adaptation of its agricultural sector to European Union standards. Compliance with EU requirements is already opening new export markets for domestic products and strengthening the country’s position in the global agricultural market.

This was stated by Deputy Minister of Economy, Environment and Agriculture of Ukraine Taras Vysotskyi during a television broadcast, according to the ministry’s press service.

According to him, in 2025 Ukraine completed the screening process under negotiation Chapter 12, «Food Safety, Veterinary and Phytosanitary Policy,» which involved a detailed review of EU directives and regulations subject to implementation.

«Since signing the Association Agreement with the EU, Ukraine has been systematically implementing European standards and approaches. A significant share of Ukrainian producers already operates in line with European Union requirements. This is also confirmed by export indicators: agricultural products account for more than half of Ukraine’s exports, while the EU countries are the key market for them. This dynamic demonstrates the competitiveness of Ukrainian products and their compliance with European requirements,» said Taras Vysotskyi.

He emphasized the importance of adapting Ukrainian producers to new requirements concerning animal welfare and the use of plant protection products.

As Taras Vysotskyi noted, the implementation of updated standards will take place gradually and with due consideration of the capacities of Ukrainian farmers. The key changes are envisaged by the updated Association Agreement and are designed for a transition period lasting until the end of 2028.

«Ukraine is also working on the implementation of new regulations on pesticides, taking into account the need for transition periods for agricultural producers so that EU requirements do not lead to a loss of competitiveness for Ukraine’s agricultural sector,» the deputy minister said.

He added that around 10 million hectares of agricultural land may fall under the updated regulation, which is why the issue of transition periods remains one of the key points in the negotiation process.

The deputy minister also noted that the compliance of Ukrainian products with EU standards has a positive impact on access to third-country markets. For many countries, the right to export to the European Union serves as a kind of quality mark and confirmation of compliance with international standards. This further strengthens the position of Ukrainian products on the global market.
