Ukraine and Hungary have reached a mutual understanding on the opening of negotiating clusters as part of Ukraine’s accession to the European Union. The final two negotiating clusters could be opened by the end of 2026.
This was stated by Ukraine’s Permanent Representative to the EU, Taras Kachka, in a comment to Euronews, NV reports.
«I believe the word ‘blocking’ is misleading. In fact, Hungary has requested additional time to review and discuss certain decisions,» Kachka noted.
He added that Ukraine had fulfilled previous agreements regarding the second and third negotiating clusters. Work on the relevant decisions had continued for several years, and their provisions were known to Ukrainian society and members of parliament. This provided the Hungarian side with an additional incentive to move forward on the opening of the clusters.
Kyiv and Budapest now have a complete mutual understanding, so the further opening of the two clusters depends on agreeing on the timing and planning the procedures, Ukraine’s Permanent Representative to the EU emphasised.
Taras Kachka also separately commented on a possible connection between the delay and the issue of national minorities. He assured that there are currently no significant disagreements or additional demands regarding this matter.
According to him, procedures for reviewing and assessing documents are currently underway. Several hundred pages of materials need to be examined before the negotiating clusters can be opened.
