Ukraine is bringing its legislation closer to EU standards. All directives have been consolidated into one document, which has already been voted on and will enter into force in August 2026 — the Law «On State Regulation of Genetic Engineering Activities and State Control over the Placement on the Market of Genetically Modified Organisms and Products».
This was stated by Myroslav Pariy, co-founder and director of the company «Ukrainian Scientific Institute of Plant Breeding», during the Soy Discussion Club «The Non-GM Law: What Should Agricultural Producers Prepare For?».
«It is expected that after joining the EU, Ukraine will cancel its GMO register and adopt EU rules. GMO registration will take place as follows: an applicant submits a GMO dossier to the State Commission and requests registration. The commission then assesses the risks and provides recommendations to the ministry regarding the registration of this GMO. After the GMO is registered in the state register, a permit for its use will be issued. In addition, the law regulates the traceability of GM products, GMO content in products, standards for GM admixtures, and so on», Myroslav Pariy explained.
For varieties, an additional section will be created in the existing register of varieties, listing registered GMOs. After such varieties are grown, Ukraine will receive commodity products that must be traceable during market circulation. This means that the seed supplier must indicate that the seed material contains a specific GMO, while the producer, when selling or placing the product on the market, must provide a declaration specifying which GMO it contains.
Furthermore, each subsequent stage must be accompanied by the relevant documents. Therefore, during export and import, traceability from seed to the final consumer must be ensured.
